In this poem poet is presenting a true picture of life of the school children living in the slum of Austria. The children condition is very poor. They are very weak. Their physical condition is very miserable. They look lean and bonny. Their future is in darkness. That's why poet wants to set them free and take out from that slum so that they can see the beauty of world. And they should give quality education and it remove social injustice and class inequality.
